THE GOVERNMENT OF INDONESIA WELCOMES THE CONSENSUS REACHED BY THE UN SECURITY COUNCIL IN ADOPTING RESOLUTION 1546 (2004) ON IRAQ

1. The Government of Indonesia welcomes the consensus reached by the UN Security Council in adopting Resolution 1546 (2004) on Iraq. It is the hope and the interest of Indonesia, as well as the whole international community, that the adoption of this Resolution can serve as an important initial step towards full restoration of sovereignty of Iraq and, hence, formally end foreign occupation over Iraq.
2. The Indonesian Government consistently emphasizes the importance of an early restoration of sovereignty of Iraq and the central role of the United Nations in bringing this about.
3. Together with the international community, Indonesia will closely observe the actual implementation of the Resolution 1546, in particular that which relates to the sovereign authority of Iraq over the presence of the multinational force, the planned timetable for the political transition in Iraq, and the effective materialization of the UN central role in assisting the Iraqi people and government.
4. Among the important dates envisaged in the Resolution are as follows:
 
- by 30 June 2004: formation of the sovereign Interim Government of Iraq;
- by 31 December 2004, or 31 January 2005 at the latest: direct democratic elections to form a Transitional National Assembly, which will form a Transitional Government and draft a permanent constitution;
- by 8 June 2005 (twelve months from the date of the Resolution 1546), or at the request of the Government of Iraq: reviewing the mandate for the multinational force;
- by 31 December 2005: a constitutionally elected government;
- by 31 December 2005 (upon the completion of the political process set out in paragraph 4 of Resolution 1546), or earlier if requested by the Government of Iraq: termination of the mandate for the multinational force.
