JOINT COMMUNIQUE
ON THE OCCASION OF THE VISIT OF
THE FOREIGN MINISTER OF THE REPUBLIC OF VANUATU,
THE HON. MOANA CARCASSES KALOSIL TO INDONESIA

1. At the invitation of His Excellency, Dr. N. Hassan Wirajuda, Minister for Foreign Affairs of the Republic of Indonesia, the Honourable Moana Caracasses Kalosil, Minister for Foreign Affairs of the Republic of Vanuatu made an official visit to the Republic of Indonesia on 6 - 10 March 2004.

The Honourable Moana Carcasses was accompanied by his spouse, Madame Paulette Carcasses, Honourable Toara Daniel, Member of Parliament, Mr. Nato Taiwia, President of the Francophone Businesses Organisation and Mr. Kalfau G. Kaloris, Director of Foreign Affairs.

2. During the visit, both Ministers held talks in a cordial and friendly atmosphere. They exchanged views and accordingly reached broad consensus on ways to further develop relations between Indonesia and Vanuatu, as well as on regional and international issues of mutual interest.
3. Minister Moana Carcasses Kalosil also made courtesy call to the President of the Republic of Indonesia, Her Excellency Madam Megawati Soekarnoputri and other Indonesian Officials during his stay in Indonesia.
4. Both Ministers reaffirmed the commitment of both countries to developing friendly bilateral relations and cooperation based on the principles of mutual respect, non-interference in each other's affairs, equality and mutual benefit.
5. Both Ministers expressed willingness to continue taking positive steps towards furthering bilateral cooperation in various fields including trade, free movement of peoples, investment, tourism, environment, transportation, banking and other fields. They underlined the importance of promoting a better knowledge and mutual understanding between both countries as basis for enhancing friendly relations.
6. Both Ministers welcomed the growing interest to promote commercial links between Indonesia and Vanuatu, noting that Indonesia is among the biggest market of Vanuatu's export products. They will continue to encourage and support closer contacts between their business communities to further enhance trade relations between the two countries.
7. Minister Hassan Wirajuda welcomed Vanuatu's participation in Indonesia's program of Technical Cooperation among Developing Countries (TCDC) which currently focuses on cooperation in agriculture, education and communication. Both Ministers reaffirmed their commitment to foster bilateral technical cooperation through TCDC program as well as under the third party funding.
8. Both Ministers discussed the threat of terrorism and jointly condemned all acts of terrorism. Both Ministers also emphasized the importance of cooperation in the field of anti terrorism. In this regard, the Minister for Foreign Affairs of Vanuatu, Mr. Moana Carcasses Kalosil appreciated Indonesia's initiative in hosting the Regional Conference on Money Laundering and Suppression of Terrorist Financing which was held in Bali on 17-18 December 2002 as well as the First and the Second Regional Conference on People Smuggling, Trafficking in Persons and Related Transnational Crimes which was held in Bali on 26-28 February 2002 and 28-30 April 2003 respectively, and also the Conference on Counter-Terrorism that was held in Bali on 4-5 February 2004.
9. Both Ministers emphasized the importance of environmental, economic, social, cultural, and diplomatic cooperation in the region and the world and agreed that regional countries could enhance their multi-dimensional prosperity and security through regional cooperation. The Foreign Minister of Indonesia, Dr. Hassan Wirajuda and the Minister for Foreign Affairs of Vanuatu, Moana Carcasses Kalosil therefore shared interest in security, prosperity and democracy in Asia-Pacific Region. In this regard, both sides strongly noted the importance of cooperation and consultation under the framework of Pacific Islands Forum to which Indonesia is a dialogue partner in the Post Forum Dialogue.
10. Both Ministers called on all parties in Papua to protect and uphold the human rights of all residents and to resolve all differences by peaceful means. Both Ministers underlined the importance of a comprehensive approach to solving the problems in Papua through the primacy of dialogue and the implementation of special autonomy status within the Unitary State of the Republic of Indonesia.
11. Minister Hasan Wirajuda expressed Indonesia's appreciation for the consistent support of the Pacific Islands Forum for Indonesia's sovereignty and territorial integrity on Papua as expressed in the Forum's Communique at the end of the PIF meeting in Auckland, in August 2003.

Minister Hasan Wirajuda reassured the Minister for Foreign Affairs of Vanuatu that the Indonesian Government is implementing special autonomy law of 2001 as a realistic prospect for peaceful resolution of the situation in Papua. The Government of Indonesia will expedite the promulgation of the necessary regulations and will take other steps needed to achieve best results of the special autonomy law.

12. Minister Carcasses renewed the Vanuatu proposal for a large Melanesia to integrate the Melanesian Spearhead Group (MSG). He then proposed that Indonesia, with the largest Melanesian community in the Pacific, become a member of the MSG. As a basis of the diversity within Melanesian countries, both Ministers affirmed that the French language also forms part of the spoken language in the Pacific.
13. Both Ministers reaffirmed their support for the goals and principles of the Non-Aligned Movement (NAM) to which both countries are members. The Ministers confirmed their similar views on the importance of NAM as a unifying forum to strengthen South-South cooperation and as a significant leverage in negotiation vis-á-vis the developed countries on crucial political, environmental and economic issues. They both recognized the need to strengthen the organization in order to influence world developments.
14. Minister Moana Carcasses Kalosil informed Minister Hassan Wirajuda on the importance of setting up a World Environmental Organization (WEO), integrating the actual UNEP and all environmental programs and decisions since Rio Conference and Tokyo Protocol, and having jurisdiction to deal with cross frontiers environment matters.
15. Minister Hassan Wirajuda, on behalf of the Government of Indonesia, expressed deep sympathy for the tragedy caused by cyclone Ivy that hit Vanuatu recently. Minister Carcasses Kalosil thanked Indonesia for pledging to provide assistance to mitigate the damages caused by this natural disaster.
16. The Honourable Carcasses expressed his gratitude for the warm reception and hospitality accorded to him and his delegation by the Government of Indonesia during their visit in Indonesia. The Honourable Carcasses Kalosil invited his counterpart Dr. N. Hassan Wirajuda to visit Vanuatu. Both Ministers looked forward for the exchange of visits between their Heads of Government/State and other Ministers of both countries.
